Opportunity Card Germany from Pakistan: Islamabad, Karachi and HEC

Which mission, which documents, and how to use the wait well.

Checked: October 2026 · We re-check this page every January.

Interest in the German Opportunity Card is high in Pakistan, and so is confusion. Which mission do you use? Does your degree need HEC attestation? Why do some pages show a different funds figure? This page answers those questions from the German missions’ own pages, and is honest about what is not published.

Can I get the Opportunity Card from Pakistan?

Short answer: Yes. Pakistani citizens apply at the Embassy in Islamabad or the Consulate General in Karachi, depending on their province. Applications go through the online Consular Services Portal. You need a recognised degree or vocational qualification, German A1 or English B2, €1,091 a month in funds and a €75 fee paid in rupees. The German mission decides.

What is the Opportunity Card, in short?

Short answer: The Opportunity Card (in German: Chancenkarte) is a job-search residence permit under § 20a of the Residence Act, introduced on 1 June 2024. It lets you live in Germany for up to 12 months while you look for qualified work. You may work up to 20 hours a week and do trial jobs of up to 2 weeks per employer.

  • Recognised route: your qualification is fully recognised in Germany. No points needed.
  • Points route: a degree, or vocational training of at least 2 years, state-recognised in Pakistan; German A1 or English B2; at least 6 points.

You score yourself against the official criteria: try our free Points Self-Check and the 2026 eligibility guide.

Do I apply in Islamabad or Karachi?

Short answer: It depends on the province where you live. The Embassy in Islamabad covers Islamabad Capital Territory, Punjab, Khyber Pakhtunkhwa, Gilgit-Baltistan and Azad Jammu and Kashmir. The Consulate General in Karachi covers Sindh and Balochistan. Both use the Consular Services Portal for Opportunity Card applications, and each decides independently.

How do I apply from Pakistan?

Short answer: You apply online through the Consular Services Portal. The Embassy in Islamabad handles Opportunity Card applications through the portal. The portal is active for Karachi too, and Karachi also publishes its own Opportunity Card checklist. That checklist asks you to bring the printout of your appointment confirmation email, so expect an in-person appointment.

  1. Register in the Consular Services Portal and choose “Opportunity Card”.
  2. Upload your documents, following the portal’s list for your mission.
  3. Wait for the mission to contact you about an appointment or missing documents.
  4. Attend with your originals, your appointment printout and the fee in cash.
  5. Decision: the mission decides.

The official pages we checked do not route Opportunity Card applications through VFS in Pakistan. Sources: Opportunity Card page and Karachi checklist PDF.

How long does the Opportunity Card take in Pakistan?

Short answer: The German missions in Pakistan do not publish a processing time for the Opportunity Card. Their general visa page says national visa times depend on the purpose, the quality of the application and the documents. In August 2025, the news agency APP reported applicants in Islamabad waiting over a year after applying through the portal.

That APP report also said Karachi was operating normally. It is a news report, not an official figure, and it may have changed since. The missions say ending the free remonstration procedure on 1 July 2025 frees capacity and should shorten waiting times. Sources: Visa general information; APP, 8 August 2025.

Use the waiting time well: learn German to A2 or B1 (each level adds points), build your German-format CV and start contacting employers.

Which documents do Pakistani applicants need?

Short answer: The Karachi checklist asks for your university degree and final transcripts, both attested by the Higher Education Commission (HEC). It also asks for anabin printouts for your degree and university, a ZAB Statement of Comparability, language certificates, proof of funds and your appointment printout. For Islamabad, follow the document list the portal shows you.

From the Karachi checklist:

  • Degree and final transcripts, both HEC-attested
  • 2 anabin printouts (degree and university) and a ZAB Statement of Comparability
  • Language certificate (English and/or German)
  • Blocked account confirmation or a sponsor’s declaration of commitment
  • €75 fee in PKR and the appointment confirmation printout

Pakistan-specific points:

  • No legalisation by the Embassy. The German missions say Pakistani-issued documents cannot be attested or legalised by them (Legal page, dated 14 April 2026).
  • Translations: the missions note there are no sworn translators in Pakistan and point to a German database of translators.
  • Sign your passport. Pakistani passports are only valid with a signature or thumb impression.
  • IBCC and MOFA: the Opportunity Card checklists we found do not mention them. Get them only if your portal list asks.

Where can I take German and English tests in Pakistan?

Short answer: The Goethe-Institut holds German exams in Karachi, Lahore and Islamabad. You must book online, and each exam has a fixed registration opening time. For English, the Pakistani missions do not publish a public list of accepted tests for the Opportunity Card, so check the portal before you book an English test.

German (Goethe-Institut Pakistan, exam dates):

  • Karachi: Goethe-Institut, Block 8 Clifton
  • Lahore: Annemarie-Schimmel-Haus, Upper Mall Scheme
  • Islamabad: National University of Modern Languages (NUML), H-9

A1 is the minimum. A2 gives 1 point, B1 2 points, B2 or higher 3 points.

English: B2 is the minimum; C1 gives 1 point. Be careful with at-home or online tests: the German missions in India, for example, do not accept Pearson PTE, Duolingo or TOEFL online.

How do I pay the visa fee in Pakistan?

Short answer: The fee for a national visa is €75 for adults. You pay it in Pakistani rupees at the current exchange rate, in cash at the counter. This applies at both the Embassy in Islamabad and the Consulate General in Karachi. Bring the exact amount in cash, and keep your receipt with your application papers.

How do I move the funds from Pakistan?

Short answer: If you use a blocked account, you usually send the money by international bank transfer from a Pakistani bank, under the State Bank of Pakistan’s foreign exchange rules. Banks usually ask for the purpose and supporting documents. We found no SBP rule written specifically for Opportunity Card blocked accounts, so ask your bank’s foreign exchange desk first.

  • Amount: €1,091 a month. When we checked in October 2026, Karachi’s Opportunity Card page still showed €1,027 a month (the old 2024 figure), plus €500 for a return ticket. Plan for the current €1,091 and keep the return-ticket money.
  • Ask your bank: which purpose code applies (study remittances are a different category), which documents it needs, and how long the transfer takes.
  • Alternative: a declaration of commitment (Verpflichtungserklärung, § 68 Residence Act) from a sponsor in Germany, which the Karachi checklist accepts.
  • Cards: SBP allows card-based international transactions of up to USD 30,000 a year per person (NayaPay help centre). Blocked accounts are normally funded by bank transfer.

General information only; check with your bank. More: proof of funds guide.

How many Pakistanis get the Opportunity Card?

Short answer: No official Opportunity Card count for Pakistan has been published. The first-year figures named only India (3,721), China (807) and Turkey (654), out of 11,497 worldwide. Across all national visas, Islamabad issued about 10,600 in 2025, including about 800 work visas, and Karachi about 3,100.

Sources: Make it in Germany (as of 9 July 2025); Federal Foreign Office visa statistics 2025 (approximate, read from the PDF).

The reality: the visa is the easier half. Finding qualified work within 12 months is harder, and many card holders spend months in part-time jobs outside their field. Aim for a job that leads to a residence permit, such as the EU Blue Card (€50,700 in 2026; €45,934.20 for shortage occupations and recent graduates). Our Visa-to-Job track is coaching, not job placement.

What mistakes do Pakistani applicants make most often?

Short answer: Most problems are avoidable. The usual ones are choosing the wrong mission, uploading a degree without HEC attestation, planning with the old €1,027 figure, and booking an English test the mission may not accept. Another is treating the wait as dead time instead of learning German and preparing the job search.

  1. Wrong mission. Your province decides.
  2. No HEC attestation of degree and transcripts.
  3. Old funds figure. Plan with €1,091 a month, not €1,027.
  4. Unsigned passport.
  5. Unchecked English test. Confirm it on the portal list first.
  6. Asking the Embassy to legalise documents. It does not do this for Pakistani documents.
  7. Paying for job promises. No one can promise you a visa or a job. Be careful with anyone who charges a fee for “a job in Germany”.
  8. Booking flights early. Wait until the visa is in your passport.

Free remonstration (appeal) ended on 1 July 2025. After a refusal, you can reapply with a stronger file or go to the Administrative Court in Berlin.

What does a realistic timeline from Pakistan look like?

Short answer: This is an illustrative example, not a promise. Because no official processing time is published, and Islamabad applicants reported long waits in 2025, this example plans 12 months from first check to visa. Karachi applicants may move faster or slower. Your timeline depends on your documents, your language level and the mission’s workload.
