Cairo, TLScontact, legalisation and funds, step by step.

The Cairo embassy is one of Germany’s busiest visa missions, and the Opportunity Card is open to Egyptians. Can you apply for the Opportunity Card from Egypt?

Short answer: Yes. Egyptians living in Egypt apply to the German Embassy in Cairo. You need a degree or a vocational qualification of at least two years, state-recognised in Egypt; German A1 or English B2; and proof of €1,091 a month in funds. Unless your qualification is fully recognised in Germany, you also need 6 points. The German mission decides every case.

The Opportunity Card (in German: Chancenkarte) is a residence permit under § 20a of the German Residence Act. It lets you live in Germany for up to 12 months while you look for a qualified job. You may work up to 20 hours a week and do trial jobs of up to two weeks per employer.

With a fully recognised qualification you need no points. On the points route, the Cairo embassy asks for a printout of your completed Make it in Germany self-check, plus recognition proof such as an anabin printout or a ZAB statement (anabin H+ guide).

The points (6 needed)

  • Partial recognition of your qualification: 4
  • Shortage occupation: 1
  • Experience after your qualification: 5 of the last 7 years = 3, or 2 of the last 5 years = 2
  • German A2 = 1, B1 = 2, B2 or higher = 3
  • English C1 = 1
  • Age under 35 = 2, age 35–39 = 1
  • 6+ months of legal stay in Germany in the last 5 years (not as a tourist) = 1
  • Partner who also meets the requirements and applies with you = 1

A self-assessment against the official criteria, not a decision.

Which German mission handles the Opportunity Card in Egypt?

Short answer: The German Embassy in Cairo. Its information sheet for the Opportunity Card (status April 2026) asks you to fill in the VIDEX online form and book an appointment with TLScontact. You then attend the TLScontact centre in person to hand in your documents and give fingerprints. TLScontact collects applications; it does not decide them.

TLScontact’s German visa centre is in El-Sheikh Zayed City, Cairo. Make it in Germany points applicants to the online Consular Services Portal. If the portal does not offer Egypt for this visa, follow the embassy’s current instructions. Source: Cairo Opportunity Card sheet.

Demand is high: in 2025, the Cairo embassy issued about 11,554 national visas, 3,160 of them for work (Federal Foreign Office visa statistics 2025, approximate).

How do you apply and book the TLScontact appointment?

Short answer: Fill in the VIDEX form online, print it and sign it by hand. Create a TLScontact account, book an appointment and pay the service fee online or at a Fawry store. You can apply from 3 months before your planned trip. At the centre, you hand in originals and copies, give fingerprints and pay the €75 visa fee in cash.

  1. Legalise your Egyptian documents first (next section).
  2. Complete VIDEX and print it with the accompanying notice.
  3. Book on TLScontact and print the confirmation.
  4. Arrive on time: more than 15 minutes late means booking again.
  5. Bring originals plus one copy of each document.

You can change an appointment only once, up to 48 hours before. Fees are not refunded after a refusal or withdrawal. Source: TLScontact Egypt, application process.

What waiting times does Cairo publish?

Cairo’s Opportunity Card sheet gives no processing time. TLScontact’s general page says processing currently takes an average of 5 weeks, but that is not a figure for the Opportunity Card. Only complete applications are accepted, so a complete file is the fastest route.

Do Egyptian documents need legalisation?

Short answer: Yes. The Cairo embassy says Egyptian public documents must be submitted translated and legalised. First, the Egyptian Ministry of Foreign Affairs authenticates them; that authentication must not be older than one year. Then you submit them through the TLScontact legalisation centre in El-Sheikh Zayed, and the German Embassy legalises them. Plan this before your visa appointment.

The TLScontact legalisation page adds three rules. Arabic documents need a German translation by a translator the embassy recognises, or a certified translator in Germany. Documents that Egyptian authorities issue in English are not accepted, except some university certificates and transcripts. You pay the service fee online and the embassy fee in cash in Egyptian pounds; documents come back by courier.

For the visa file itself, the Opportunity Card sheet accepts English or German translations, and English-language degrees need none. Follow the rule of each step.

Where can you take the German or English test in Egypt?

Short answer: Goethe-Institut Egypt runs German exams from A1 to C2 in Cairo and Alexandria. In Cairo the exams are digital, results usually arrive within two weeks, and fees can be paid online by international credit card. For English B2, the embassy accepts certificates from providers certified by ALTE, or TOEFL. Keep certificates recent.

German A1

Enter your name, date of birth and place of birth exactly as on your ID; a mismatch can cause problems with recognition (Goethe-Institut Cairo exams). Other German missions require certificates under 12 months old, so time your exam.

English B2

The Cairo sheet asks for a certificate from an ALTE-certified provider (the Association of Language Testers in Europe) or a TOEFL. Confirm your test before you book.

How do you pay the €75 visa fee in Egypt?

Short answer: You pay the €75 visa fee in Egyptian pounds, in cash, at the TLScontact centre on the day of your appointment. TLScontact’s own service fee is separate and is paid online or at a Fawry store when you book. Neither fee is refunded if the visa is refused or you withdraw.

How do you prove funds from Egypt?

Short answer: The Cairo sheet lists a blocked account or a sponsor’s formal obligation letter. For a blocked account, open it before you apply, then fund it. The embassy accepts only the provider’s official blocking confirmation showing the total paid in and the monthly amount available. Egyptian banks eased card limits from August 2025. Ask your bank which documents and channels it needs.

The amount is €1,091 a month. Ignore €1,027: that is the old 2024 figure some websites still show. Ask your provider which payment methods it accepts from Egypt, and leave time for the confirmation. The alternative named on Cairo’s sheet is a formal obligation letter (Verpflichtungserklärung) from a person with permanent residence in Germany. See our proof of funds guide.

Card changes reported in August 2025

BankReported change
AAIBInternational card spending cap raised to USD 10,000
NBECredit-card FX markup cut from 5% to 3%
CIBFX margin of 3% on all credit cards
Central Bank of EgyptRemoved the 90-day “presence abroad” check for overseas card limits

What else goes in the file?

  • Passport under 10 years old, valid 3 months beyond your stay, with 2 blank pages
  • VIDEX form, signed by hand; biometric photos under 6 months old
  • CV and motivation letter (target jobs, timing, target companies)
  • Legalised degree and transcripts, plus recognition proof
  • Proof of accommodation, such as a hotel booking or rental contract
  • Health insurance: Schengen-wide, at least €30,000 cover, from the start of the visa (insurance guide)
  • Full list: document checklist

What mistakes do Egyptian applicants make?

Short answer: Most mistakes come from doing steps in the wrong order: booking the visa appointment before legalising your documents, an MFA authentication older than one year, applying more than 3 months before travel, or forgetting the self-check printout. Each one is easy to avoid with a simple plan.

  1. Booking the visa appointment before legalising your degree and transcripts.
  2. An MFA authentication older than one year.
  3. English-language documents from Egyptian authorities sent for legalisation without a German translation.
  4. Applying too early. Submission opens 3 months before your trip.
  5. Forgetting the self-check printout on the points route.
  6. No proof of accommodation.
  7. Health insurance under €30,000 or not valid in all Schengen states.
  8. Uploading a transfer receipt instead of the blocking confirmation.
  9. Planning with €1,027 a month. The figure is €1,091.

An illustrative timeline: 6 to 9 months from Cairo

Short answer: This is an illustration only, not a forecast. Your timeline depends on legalisation, appointment availability and the mission’s decision. Start legalisation early, because it is usually the slowest step, and use the rest of the time for German and your CV.

WhenWhat happens
Months 1–2Self-check, anabin or ZAB; MFA authentication; translations
Months 2–3Legalisation through TLScontact; German A1 or English B2 exam
Months 3–4Arrange funds, insurance and accommodation
Months 4–5VIDEX form; TLScontact appointment within 3 months of travel
Months 5–7Decision; no official processing time for this visa
Months 6–9Travel

After you land: the honest part

Short answer: The Opportunity Card is a search permit, not a job. You may work up to 20 hours a week, and some holders spend months in side jobs outside their field. A qualified job is the goal: the EU Blue Card needs a salary of €50,700 in 2026, or €45,934.20 for shortage occupations and recent graduates.

If you find a qualified job that fits no other permit, a follow-up Opportunity Card can last up to 2 more years. Our Visa-to-Job track is coaching for this phase, not job placement.

Opportunity Card from Egypt: your questions

Do I apply through the Consular Services Portal or TLScontact?

The Cairo embassy’s Opportunity Card sheet (status April 2026) says to fill in the VIDEX form and book an appointment with TLScontact, where you hand in your documents in person. Make it in Germany describes an online portal application. If the portal does not offer Egypt for this visa, follow the embassy’s current sheet.

Do I need to legalise my Egyptian degree?

Yes. The Cairo embassy asks for a legalised degree and transcript, and Egyptian public documents must be translated and legalised. The Ministry of Foreign Affairs authenticates them first, and that authentication must not be older than one year. The German Embassy then legalises them through the TLScontact legalisation centre in El-Sheikh Zayed.

How long does Opportunity Card processing take in Cairo?

The embassy’s Opportunity Card sheet gives no processing time. TLScontact’s general page says processing currently takes an average of 5 weeks, but that figure is not specific to this visa. Plan with a buffer and avoid fixed travel bookings.

Where can I take the German A1 exam in Egypt?

Goethe-Institut Egypt holds exams in Cairo and Alexandria, from A1 to C2. In Cairo the exams are digital, results usually come within two weeks, and fees can be paid online by international credit card. Enter your name and birth details exactly as on your ID to avoid problems later.

How do I pay the €75 visa fee in Egypt?

You pay the €75 visa fee in Egyptian pounds, in cash, at the TLScontact centre during your appointment. The TLScontact service fee is separate and is paid online or at a Fawry store when you book. Neither fee is refunded if your application is refused or withdrawn.

Can I fund the blocked account with my Egyptian bank card?

Ask your blocked-account provider which payment methods it accepts from Egypt, and ask your bank about limits. Banks eased card limits from August 2025; AAIB, for example, raised its international card cap to USD 10,000. For the full amount, a bank transfer is common, and banks may ask for documents. Rules change, so check first.

What health insurance does the Cairo embassy want?

The embassy’s sheet asks for health insurance, usually an incoming policy, that is valid in all Schengen states, covers at least €30,000 and runs from the start of the visa for the whole stay. You must show it at the latest when you collect the visa.

What happens if my application is refused?

Since 1 July 2025, the free appeal (remonstration) no longer exists. You can submit a new, stronger application, which usually costs the fee again, or file a lawsuit at the Administrative Court in Berlin within one month. Read the refusal reasons carefully first: they show what to fix.
