Opportunity Card Germany from India: missions, VFS, APS and money

What the German missions in India ask for, step by step.

Checked: October 2026 · We re-check this page every January.

India is the largest Opportunity Card country by far, so the path is well known and the official rules are clear. Many applicants still repeat the same avoidable mistakes. This page shows what the German missions in India ask for, how the application works, what it costs in rupees, and where people go wrong.

Can I get the Opportunity Card from India?

Short answer: Yes. Indian citizens apply at the German mission responsible for the state they live in. Most applications start online in the Consular Services Portal, followed by an appointment at a VFS Global centre. You need a qualification recognised in India, German A1 or English B2, €1,091 a month in funds and a €75 visa fee. The German mission decides.

What is the Opportunity Card, in short?

Short answer: The Opportunity Card (in German: Chancenkarte) is a job-search residence permit under § 20a of the Residence Act, introduced on 1 June 2024. It lets you live in Germany for up to 12 months while you look for qualified work. You may work up to 20 hours a week and do trial jobs of up to 2 weeks per employer.

  • Recognised route: your qualification is fully recognised in Germany. No points needed.
  • Points route: a degree, or vocational training of at least 2 years, state-recognised in India; German A1 or English B2; at least 6 points.

You score yourself against the official criteria: try our free Points Self-Check and the 2026 eligibility guide.

Which German mission handles my application in India?

Short answer: It depends only on where you live now, not where you studied. Germany has an Embassy in New Delhi and Consulates General in Mumbai, Chennai, Kolkata and Bengaluru. Each covers a fixed list of states. The missions say an application filed with the wrong mission will not be processed, so check your state first.

How do I apply from India: portal, VFS and appointments?

Short answer: Start in the Consular Services Portal. You answer a short questionnaire, fill in the online form and upload your documents. Only at the end do you get a link to book an on-site appointment. For the Opportunity Card, that appointment is at a VFS Global centre in your mission’s district, where you give fingerprints and pay the visa fee.

  1. Register in the Consular Services Portal and choose “Opportunity Card”. A questionnaire sorts you into the recognised route or the points route.
  2. Upload your documents. You can save and return later.
  3. Online check: VFS reviews the upload and flags missing items (VFS guide, April 2025).
  4. Book through the portal’s link only. VFS says it cannot honour appointments booked in the wrong category.
  5. Attend: bring originals, give biometrics, pay the fee. The mission may invite you to an interview.
  6. Decision: the mission decides; your passport comes back through VFS.

How long does an Opportunity Card take from India?

Short answer: The German missions in India do not publish a processing time for the Opportunity Card. Their national visa page, dated 1 October 2026, lists no waiting times at all, so we will not guess one. Processing only starts when your application is complete, and a missing document stops the clock until you send it.

“No published time” does not mean “fast”. Do not book flights before the visa is in your passport.

Which documents do Indian applicants need?

Short answer: You need the standard Opportunity Card documents plus some India-specific items. The missions want mark sheets for every semester. If your degree is from an Indian university, they also want a letter confirming you studied on-site or in “regular mode”, not by distance learning. Missing semester sheets are a common cause of delay.

Standard (Indian missions’ checklist):

  • Passport issued within the last 10 years, with 2 empty pages
  • Highest degree and all semester mark sheets
  • anabin printouts (degree and university) or a ZAB Statement of Comparability
  • CV and experience proof (points route)
  • Language certificate, proof of funds, health insurance from the day of entry, motivation letter

India-specific:

  • Regular-mode letter from your university.
  • Distance-learning degree: proof from the relevant Indian authority that the programme was approved, or a ZAB recognition certificate.
  • The missions may ask to verify certificates, for an extra fee.

More in our document checklist and anabin H+ guide.

Do I need an APS certificate for the Opportunity Card?

Short answer: No APS certificate appears on the Indian missions’ Opportunity Card checklist that we checked in October 2026. APS India says its verification is generally intended for people who plan academic studies in Germany. So APS is a student requirement. If you later apply for a degree programme in Germany, APS rules would apply then.

Where can I take German and English tests in India?

Short answer: For German, use a Goethe-Institut (called Max Mueller Bhavan in India), telc or ÖSD. For English, the missions accept certificates that meet ALTE standards, or TOEFL. They state that Pearson PTE, Duolingo and TOEFL online are not accepted in India. Book only exam dates listed on the provider’s own website.

German: Max Mueller Bhavan in New Delhi, Mumbai, Pune, Bengaluru, Chennai and Kolkata; Goethe-Zentren in Chandigarh, Coimbatore, Hyderabad and Trivandrum (Goethe-Institut India). A1 is the minimum; A2 gives 1 point, B1 2 points, B2 or higher 3 points.

English: B2 is the minimum; C1 gives 1 point.

How do I pay the visa fee in India?

Short answer: The visa fee is €75 for adults, paid in Indian rupees at your on-site appointment. In October 2026 the missions listed it as ₹8,300. The rupee amount follows the exchange rate on your appointment day, and it is not refunded if your visa is refused. VFS charges its own service fee on top.

How do I move the funds from India?

Short answer: If you use a blocked account, you send the money from your Indian bank under the RBI’s Liberalised Remittance Scheme (LRS). LRS allows up to USD 250,000 per person per financial year and needs your PAN. Tax collected at source (TCS) can apply above ₹10 lakh a year. Your bank decides which purpose code fits, so ask before you transfer.

  • Amount: €1,091 a month for each month of your stay. Some websites still show €1,027, the old 2024 figure. The Indian missions also ask for return-flight money on top.
  • Other ways to prove funds: a sponsor’s formal obligation letter (Verpflichtungserklärung), a part-time job contract or binding job offer in Germany, or a combination. See our proof of funds guide.
  • TCS from 1 April 2026 (as published by banks): nil up to ₹10 lakh a year, then 20% for “other” LRS purposes or 2% for education and medical (Standard Chartered India, RBL Bank). The ₹10 lakh counts all your LRS transfers that year.
  • Rough example (illustrative): at about ₹110 per euro, 12 months of funds is about ₹14.4 lakh. Treated as “other purposes”, with no earlier transfers that year, TCS could be about ₹88,000. TCS is tax paid in advance that you can usually claim against your income tax. Ask a tax adviser.

How many Indians get the Opportunity Card?

Short answer: India is by far the largest Opportunity Card country. Between 1 June 2024 and 15 June 2025, Germany issued 11,497 Opportunity Card visas worldwide, and 3,721 of them in India. China (807) and Turkey (654) followed far behind. No official figure by Indian mission has been published for the Opportunity Card.

Source: Make it in Germany (as of 9 July 2025); BT-Drs. 21/692.

The reality: the visa is the easier half. The harder half is finding qualified work within 12 months; many card holders spend months in part-time jobs outside their field. Aim for a job that leads to a residence permit, such as the EU Blue Card (€50,700 in 2026; €45,934.20 for shortage occupations and recent graduates). Our Visa-to-Job track is coaching, not job placement.

What mistakes do Indian applicants make most often?

Short answer: Most delays and refusals come from avoidable gaps, not weak profiles. The usual ones are applying at the wrong mission, using an English test India does not accept, missing semester mark sheets or the regular-mode letter, and showing an old funds figure. Check every item below before you upload anything to the portal.

  1. Wrong mission. Your current state decides.
  2. Wrong appointment category. Book only through the portal link.
  3. PTE, Duolingo or online TOEFL. Not accepted in India.
  4. Incomplete mark sheets. Every semester, not just the final one.
  5. Distance degree without approval proof.
  6. Old funds figure. €1,091 a month, not €1,027.
  7. Forgetting TCS in your cash plan.
  8. Paying for a “complete package”. In June 2025, Germany’s ambassador to India told students to avoid such agents (Business Standard). No one can promise you a visa or a job.

Free remonstration is gone: it ended worldwide on 1 July 2025. After a refusal, you can reapply with a stronger file, or go to the Administrative Court in Berlin.

What does a realistic timeline from India look like?

Short answer: This is an illustrative example, not a promise. In this example, the path from first check to visa takes about 9 months. Nobody can predict the missions’ workload. Your own timeline depends on your documents, your language level and whether you need a ZAB statement first.

MonthStep
1Score yourself; check anabin; request regular-mode letter and mark sheets

Can I pay for GOC help from India?

Short answer: Yes. Indian buyers can usually pay by international debit or credit card, and our prices are in US dollars. The Starter Guide and the Points Self-Check are free. The Essentials Toolkit costs $9, and a 60-minute Success Session costs $99. You can see every option on our pricing page.

Opportunity Card from India: frequently asked questions

Can I apply at any German mission in India?

No. You must apply at the mission responsible for the state where you live now. New Delhi, Mumbai, Chennai, Kolkata and Bengaluru each cover fixed states. The missions say an application filed with the wrong mission will not be processed. Check the district list on the German Missions in India website first.

Is IELTS accepted for the Opportunity Card in India?

The Indian missions accept English certificates that meet ALTE standards, or TOEFL, and an older missions page names IELTS and TOEFL as examples. They state that Pearson PTE, Duolingo and TOEFL online are not accepted in India. You need at least B2. Check the portal list before you book.

Do I need APS for the Opportunity Card from India?

The Indian missions’ Opportunity Card checklist that we checked in October 2026 does not ask for APS. APS India describes its certificate as mainly for people who plan academic studies in Germany. The missions instead ask Indian degree holders for semester mark sheets and a regular-mode study letter.

Is a distance-learning degree from India accepted?

It can be, with extra proof. The missions ask for a confirmation from the relevant Indian authority that the distance-learning programme was approved. If you cannot provide that, they ask for a recognition certificate from ZAB, Germany’s Central Office for Foreign Education. The mission decides in each case.

How much is the visa fee in rupees?

The fee is €75 for adults. In October 2026 the German missions in India listed it as ₹8,300, payable in rupees at the exchange rate on the day of your appointment. It is not refunded if the visa is refused. VFS charges a separate service fee on top.

Does TCS apply when I fund a blocked account from India?

It can. Banks publish TCS rates from 1 April 2026 of nil up to ₹10 lakh per financial year, then 20% for “other” LRS purposes or 2% for education and medical. Twelve months of funds is more than ₹10 lakh, so part of it may attract TCS. Ask your bank which purpose code it uses.

How long does the Opportunity Card take from India?

The German missions in India do not publish a processing time for the Opportunity Card, and we do not guess one. Processing only starts once your application is complete, and a missing document pauses it. Plan several months between upload and travel, and do not book flights before the visa is issued.

How many Opportunity Card visas has India received?

In the first year, from 1 June 2024 to 15 June 2025, Germany issued 3,721 Opportunity Card visas in India. That was the largest group by far out of 11,497 worldwide. Newer country figures had not been published when we checked in October 2026.
